Freezing on the inside

Whe do you find that rubber bung you have in your hand. Ive removed the grill can see the hole but thers no debris at all yet still getting the freezing on the inside?

Then it is something else causing the excessive moisture.

It was on my 2010 DS3, but every DS3 at the meet last weekend didn't have one of these.
