Rust on drivers door. 65 plate!

Somewhat lost for words this morning. Had a nice little wash and I've found rust specs on the door. Looks like there is some kind of chip and now its bubbling all around it. 19k miles 65 plate. Is this me footing the bill or blaming Citroen. Not a clue how it has happened. I am meant to be returning it in july!!
