Have a VW with the factory wheel lock bolts and when lost the key went to the dealer he had a master set of key portion. Tried about 6 of them till found the one that fit and he ordered that one for me.

Your wheel bolt code is stored on the Citroen Service System (A sticker should have been placed inside your service book) so a replacement can be ordered, it can take up to a two weeks though but better than drilling as that can cause a right mess to the alloys.

Even Vauxhall had spare locking nuts (a whole box of them) when the studs inside mine on the Astra broke To be honest they said their locking nuts often broke and they advised me not to use them lol
PSA wheel bolts are nearly totally different for each car because of the placement of the pins, hence why there is no master set held by garages. Would be shocked to learn of other manufactures that only have six or so patterns!
Ness should be able to request the code through the Citroen Service system by entering in your VIN, surprised they don't know how to do this and the fact that you do not have the re-order stick in your service book!

On my VW we found it after about 6 tries. There were a whole lot more than that in their master set.
