I think you have to remove the bumper and unclip it from behind to avoid any risk of damage. Most pics I've see show owners taping it off if they're spraying round it or vice versa
The upper part is clipped, if you have the lower part this is stuck on, and can be fiddly to remove because it is one piece and gets quite narrow in places - high risk of it snapping.
If you are spraying I would recommend priming first to ensure a good adhesion - but this would be a bit off a faff and a bit precarious if left on the car.
Unless you are using Plasti Coat or similar, then I'd mask off and leave in situ
