Or its the limiter and its fine?
Pretty sure most modern cars have them to ensure the car isn't over revved. I know when driving you can feel it click as you accelerate and go over the limiter erm... limit...
This has some good information - even if not fully relevant to the car you are looking at and it has a problem, its interesting

Fuel cut type limiters aren't on pedal they're on rev usually. My old clio used to do it about 5k too when cold. That click when you hit the floor, like hitting a button it's the override for speed limiter/cruise control.
And I don't rev cold start engines past 2.5k because I'm not a sausage. And I won't buy a car without test driving it. I'll remember to sell some bangers your way. "Ooh this car revs to 4.5k whilst standing I'll buy it." Oh wait it doesn't have 4th gear or reverse thank God you revved it to 4.5k.
