Tips for bleeding DS3 1.6 TDI

I recently had fault code with fuel rail pressure too low and changed my diesel fuel filter however I am unable to get the car to turn over
i filled the new filter with diesel, have used a syringe to additionally top it up and also tried to prime with turning key on and off
never had a problem bleeding a car before but been at it for two hours with no joy
any tips ??

Not my knowledge base, so pinch of salt.... But the manual show a priming pump used when fuel has run out.

It says to squeeze it until resistance is felt..
