Wiring issue?

Hey guys, been a while from I've been on here!
I had an issue a while back with my windscreen washer which a change of fuse sorted. Now my rear washer and rear wiper refuse tonwork. (No sound of the motor trying to work or anything). I have changed the fuse, but still no luck. Then I came across this random wire below the fusebox that isn't connected to anything. Maybe a longshot, but any ideas where this should be connected to??

That's the plug used for the alarm system. All wiring loops have them.
