Front passenger side seat won't lock.

So a heavy handed passenger has managed to stop my seat locking. The bottom lever has come off and the little metal spring came out. I've got both bits and they aren't damaged but I can't get the spring back in with the lever. Is it possible to remove the side panel in the picture without removing the seat or is it bolted from behind?
