These are reputation points. If you are viewing via a browser, in any thread in the grey bar under the post to the left hand side there is a sheriffs badge. You can award points to members for helpful posts. You also reach different levels with your post count.
If you hover over your green dots under your name with a curser it will say what your level means.
Under settings you can see where others have awarded you points and what for.
You can hide or show this via your General Settings
