I admit that the EU should wind their necks in and stop pushing through rubbish like this but I think the point is supposed to be that some vacuum manufacturers build inefficient machines and get round that by sticking large motors in them to compensate. Dyson aren't affected by this as their vacuum motors are less than 1600 watts.

So it can be done if you aren't lazy....
