On my L/H drive car yes that is a secondary function. On your car it would be to wedge your water bottle in the door pocket tightly so as not to spill.

You need to add 7 liters to the tank for it to register on the gauge. So that the first 2 times you refueled did not register and the last refill was enough that it all registered at once. The gauge does seem to go down slower upper half than the lower which could be intentional or just because of the level indicator and the shape of the tank. If you feel there is a problem with your car definitely get it checked out cheeper than worrying about it.
