As fast as a Formula 1 car for 2 laps and then it needs to enter the pits for 8 hours to be recharged.

The FIA Formula E document is worth a look:

          http://www.fia.com/en-GB/Documents/eoi-formula-e.pdf

          Page 5 tells it all:

"Each race will consist of about 4 heats per car of 15 minutes each & charging of the cars will be authorised between those heats. Ideally the charging time will not exceed half an hour." So, for an hour's racing, "ideally" you need two & a half hours - will anyone meet that ideal?

Electric cars were impractical 100 years ago; how many millions will be thrown at them before we realise that they never will be?

            How about:
A race which is roughly 2 hours long (like F1) where they not only change the tyres at the pit stop, but the batteries as well. Teams are allowed to use 8 sets of batteries per race, which are all fully charged before the event.

Will lead to some rather fit and strong pit crews.

Would be interesting to see all the different solutions to changing a 300 kg battery as quickly as possible.

and where does that hydrogen come from? electrolysis from electricity made by coal

There's some Maths out there somewhere that says u use just as much electricity to make/deliver petrol than you would to power a car the same distance. I'm all for electric but until batteries rival diesel in power/price/range then it's not gonna take off. The nerd in me still gets excited when I see a Nissan leaf on the street. Seen about 5 so far. If electric f1 does what gas f1 has done for cars and technology it can only be a good thing.
