Welcome Dave, glad to have you here, if you read some of the posts the best ides is to buy some aromatherapy oil or something similar and leave your freshener in it over night, saves on 12 quid every time, just use the search button at the top right....
What DS3 did you get?

You can buy replacements direct from any Citroen dealership although the general consensus is that they can be a bit naff.
A good trick some members use is to remove the current freshener and leave it in a small cup of essential oils over night. Much cheaper than buying a replacement
Don't hold me to this but I'm pretty sure that's the only way it will work. It requires some sort of airflow in order to function so if your vents are closed it won't serve any purpose.
