That has been my experience. Will go all summer without emptying but every 3-4 weeks in winter. When you let it settle out then as you were saying mostly water with emulsion layer over it and thin oil layer on very top. Even when a can is only so efficient (forget what low# Czar said) every drop of oil that is caught in the can is one less carbonizing my valves. So money well spent!
