Normally the yellow tool doesn't come with the 'Goo Kit' but it is only a couple of quid to buy from your dealer.
If you are really stuck for the bolt covers then stuck a blob of Blu Tac on the end of a small bolt, that is normally enough to pull the covers off...I should never have doubted the Lord of Bacon!!

I also had one with the spare wheel kit I bought later. It came with: wheel, jack, wrench, towing eye & nut cover remover.

Hah, I asked about the tool from the dealer but looking at the parts available for my car they didn't see the tool and so cannot sell it to me. But, with the part number I can go straight to the spare parts guy and ask, most likely the tool is available, you just have to know the number
