He has texted you - hardly the most formal or professional form of correspondence.
Has he supplied any evidence to support his claim it was you driving at the time, or that he has been fined in the first place.
If he wants, he can take you to the Small Claims Court IF he can afford the time to do so. End of the day he instructed you to, or at least failed to notice you were in a bus lane.
I would write to him (no text, email or phone call) and tell him you will not pay and are considering reporting him to the Governing Body for poor practice.

By doing that you are admitting at least part responsibility, this could bite you in the ass as he could then contest the fine and any points he may of got. Report him to the Governing Body that he is pressurising you for money, if he continues then report him to the police.
