Early DS3's didn't have the full chrome surround as standard as they do on the recent pre facelift ones. Just looks to me like it doesn't have the bottom grill surround rather than it being blacked out 😊
But first releases had the bottom surround coming down from the chevron trim as an option. Thought it was standard on the DSport though....

Ooooooh, I missed mentioning that I REALLY like the latter rear light clusters, so they too are on the list of small 'mods', although, I could maybe see why doing that to an early car makes it... well... not standard, and I do prefer keeping models as they should be... but, those clusters are brilliant (and blimmin' expensive :O )

The chrome is available as an accessory, but it doesn't go all the way round since your number plate bar goes edge to edge, unlike the later models where there is a gap either side for the full chrome trim.
Citroen lists it as £83, but you can probably find it for half that on ebay

Haha it is my favourite thing I've done, followed closely by my seats.
There's several ways you can go about it:- 3M vinyl wrap, best done by a pro since it's a fiddly area
- Plastidip - like peelable spray paint which doesn't affect the paintwork underneath
- Respray, which is the most expensive option but looks the best IMO. For £240 I got all the chrome plus the plastic hexagon grille sprayed gloss black and my fog caps sprayed red.
